Portrait questions

I always have a problem with finishing the portraits - I feel that at certain point I am just making it worse instead of better. Basically, what I want is a digital quality added to this portraits - ie smooth, shiny surfaces, NWN "detailed" style, not washed out one, picture more than photo. I have no idea how to do it. I have Photoshop. I like the first portrait more, but all others have the head and body set up so, I added the body. I would also want to have "snowfall" effect on the second one (the same one the blue-green NWN elf has rain). Does anyone know how to achieve both "digital quality" and "weather effect" in Photoshop?
