Can you create a pack, where you give english dialog.tlk, english sounds, menus etc.?

2. Why illegal? Then all non-weidu mods are illegal too...

English dialog.tlk is already long since available across the net.

 

English sounds part is rather useless as there should be quite few (if any) localizations that went as far as to translate sounds anyway.

 

As for english menus (and "etc" as well ) - I doubt that it's illegal, but even it's so I believe it's quite easy to host it at some place where US copyright law is mere empty words.

I'd say illegal because of the voice acting. It's not just translating the words, its professional actors who've spent hours on end recording lines for reasonable sallaries. So I'd say distributing them would be illegal. But I don't know, I'm not a law student.

Polish localization included a full voice acting.

It has a good quality, but voices of characters aren't true to english version (different voices, different accents etc.).

I think that making a good quality voicing without caring for being true to oryginal is an atrocity.
