English sounds part is rather useless as there should be quite few (if any) localizations that went as far as to translate sounds anyway. As for english menus (and "etc" as well ) - I doubt that it's illegal, but even it's so I believe it's quite easy to host it at some place where US copyright law is mere empty words. Link to comment

It's not just translating the words, its professional actors who've spent hours on end recording lines for reasonable sallaries. So I'd say distributing them would be illegal. It has a good quality, but voices of characters aren't true to english version (different voices, different accents etc.). I think that making a good quality voicing without caring for being true to oryginal is an atrocity. Link to comment
