where does this file originally come from, and, more importantly, why is it needed at all? I usually use biffing at the end of installation, so I'm interested in this.

It looks like an internal Bioware build note from just before the game shipped indicating files which should be left where they were in override, presumably because they were better than the already-biffed versions and on September 12, 2000, nobody wanted to go tinkering with the biffs anymore. It would have no value to the engine.
