Pretty sure it's somewhere here, as that's the tool used to actually install all the mods for all the Infinity Engine games. Well, ok there's a few ancient or self made mods that are not, but their quality isn't really worth a mention. At least between the lines(so you might not able to search it with "uninstall", but the reasons why the jastey's uninstall explanation can also be found there). Link to comment
