What program do I need to open dialogue files?

The ones that come with mods? I'm curious because while I love all the mods I play, there's no way I can see all the content unless I replay dozens of times over usually. Ergo I'd like some way to read the files, just to see what I'm missing. But whenever I go to open the files Windows throws a fit and says it's not a recognized file format. (Basically all the files that end with .d or .da.) I'd really appreciate some help, and I hope I don't sound too noobish for asking this.

any text editor. Special tools like dltcep can also handle compiled dialog files, but you don't seem to need that.
