Yes, I’m making an assumption, but it’s one I’m comfortable with. If I needed to modify with INNER_ACTION a file currently being patched, I would. But if there was a way to code it that avoided even the slim possibility of this problem, and it otherwise works as well or better... then I would write it that way.
