Hi, can you include Russian translation to the mod, please?

It was made by shaker653 from https://arcanecoast.ru/. I attached the archive with all the changed files, it should be copied into the mod directory. Other than adding Russian translation itself, I also change tp2 file a little, so it reload setup file after converting it into utf-8 (without this, it didn't work properly with EE). I also moved one not tra line from g#tfcult1.baf file into Russian and English setup file.

Sure, it was all publicly discussed here: https://arcanecoast.ru/forum/viewtopic.php?t=1800 (you can use google translate to read Russian, I hope it is good enough). To be very clear, I didn't directly asked his permission to submit his translation here, but I announced it in the topic and he didn't object. Also, as far as I know, this translation was made to be submitted to the official mod. If it is not enough I can ask his direct permission.
