Isn't Imoen also Gorion's foster child?

She is most defineitely not. Although it is not stated in the game, the way the PC addresses her in the original dialogue do not match any kind of shared foster father. In BG1, there is no trace of Imoen being the PC's sister, as well as no knowledge of her bhaal heritage.

In BG2, Imoen does say she was also a ward of Gorion, but she also says "Gorion was like a father, but I preferred old Winthrop. He was the innkeep, and he taught me about keeping out of sight and such." BG1NPC picks up on that sentiment (and, as Jastey wrote, that her existing BG1 dialogs don't make mention of Gorion as her foster father) and has her regard Winthrop as her "dad", even if she is technically a ward of Gorion.

I think what must have happened is that I got the eventual reveal that she's your half-sister through Bhaal mixed up with the setup of the story in BG1. This is the problem when you played both games so long ago that to a certain degree they've become jumbled up in your memory. Her BG1 bio does mention her "playing the part" of a little sister, though. There are traces of a kind of sisterly relationship although not biological until BG2 (if you can even refer to gods as biological; it sounds a bit wrong).

 

It does raise the question of why did Gorion leave her behind at Candlekeep while he takes you away to protect you from Sarevok? If he didn't know she was also one of Bhaal's children, why did he specifically bring her to Candlekeep in the first place? I'm sure this has been brought up many times over the years but I'm only just replaying these games for the first time in a very long time.

I would assume that Harper intelligence indicated that only CHARNAME's identity was compromised. There would be no reason to reveal Imoen as a Bhaalspawn if her identity was still a secret. Unfortunately, events transpired such that Gorion had to leave before a new "watcher" for Imoen could arrive at Candlekeep, so she was able to slip out and follow them.
