How game finds possible party members

Specifically, which file or files dictate which cres are possible party members and are to be saved in GAM permanently?

It's an oddly phrased question — the answer is the exe. Anyone that got JoinParty called on them will be there, unless they lost the party overflow game.

But it's a fresh start save. These characters have never been in party yet.

Edit: just realised I missed the "possible" when creating topic.

There's an existing baldur.gam file that forms the basis of new save games which comes preloaded with these.
