Even if it's not packed with action, it is packed with rich detail, a kind of casual mentioning of power structures, social aspects and magic in the setting, which gives it a kind of wholeness. And the story's there too, but you're right in that it looks like an introduction more than anything.

 

There were a few problems with the getting the right spelling for a word, but no other problems that I could see.
