What I find strange is that the police really use crude methods like that to catch drunk drivers. Around here they make you breathe into a... umm...  gadget-type thingy that measures the amoubt of alcohol in your exhaust air. That's probably a lot less entertaining, though.

Well, it is possible that some states require police to have a reason before they can administer the breathalyzer (not that such a law would make that much sense to me).

two reasons come to mind immediately...

 

to show probable cause for legal reasons...

 

and if the person wasn't drinking, but getting high in another way than alchohol, the breathalizer would be useless...this way, the officer has reason to arrest them and take them in for a drug test.

I've also heard that there are quick drug tests that police can use/uses (here) when stopping drivers. It works with urine or sweat which is put onto some kind of special paper strip. It changes colour when it's positive (like a pregnancy test).
