I've been out of the Windows loop for a while. So WeiDU + OCaml with UTF-8 support will display setup strings properly even if cmd is local code page by default? Won't this require Windows 10 1903 and up?

If you expect out-of-the-box experience then yes, a minimum Windows 10 1903 is required. If someone want to have localized characters displayed properly on Windows 7, he must use Cmder/ConEmu/other advanced terminal with "chcp 65001" command to set console encoding to UTF8.

Here's a suggested streamlining. (Mostly motivated by wanting to make sure all tra files are definitely present even on EE, and by wanting to avoid having the converter run for every component, but possibly also a bit more friendly for novices.)
