If someone want to have localized characters displayed properly on Windows 7, he must use Cmder/ConEmu/other advanced terminal with "chcp 65001" command to set console encoding to UTF8. (Mostly motivated by wanting to make sure all tra files are definitely present even on EE, and by wanting to avoid having the converter run for every component, but possibly also a bit more friendly for novices.)
